Building resilience: EPBD.wise policy forum focuses on energy efficiency in Ukraine 

The EPBD.wise policy forum in Kyiv on July 2, 2024, highlighted energy efficiency as a key factor in Ukraine's rebuilding efforts and EU membership aspirations, stressing the need to align national legislation with EU building standards.

The EPBD.wise policy forum, held in Kyiv on July 2, 2024, provided a platform for discussions on the pivotal role of energy efficiency in Ukraine’s journey toward EU membership. As the country rebuilds amidst ongoing challenges, energy efficiency has emerged as a cornerstone of both climate action and national security, reinforcing its importance beyond environmental concerns.

One of the key messages from the forum was the emphasis on the urgent need for Ukraine to begin transposing EU building directives into national legislation. This step is critical to ensure that the country is not only ready for EU accession but also prepared to implement the high standards required for energy efficiency in buildings. With the devastating impact of the war on infrastructure, the EPBD.wise project serves as a crucial bridge, guiding the reconstruction of Ukraine’s building stock to meet future EU standards. 

The forum also highlighted the essential role of public buildings in the decarbonization process. Government buildings are expected to set the standard for energy efficiency, leading by example. The new energy efficiency plan prioritises reducing energy consumption in public buildings, which is vital for achieving broader national energy goals. 

However, the forum did not shy away from addressing significant barriers, particularly the supply chain disruptions caused by the war. The lack of access to essential technology and equipment, such as photovoltaic solar panels and heat pumps, poses a considerable challenge to enhancing the energy performance of buildings. Addressing these supply chain issues is crucial for the successful implementation of energy efficiency measures in Ukraine. 

As Ukraine moves forward, the discussions and outcomes from the EPBD.wise policy forum will play a vital role in shaping the country’s energy policy, ensuring that energy efficiency remains a priority in the path to EU integration.
