This report, written by CE Delft, with contributions from Climact, makes an assessment of the emission reduction potential of building renovation, a switch to fossil free heating fuels, improved appliance efficiency and the use of decarbonised building materials to bring the emissions of the sector to zero by 2050.

The report further analyses the adequacy of existing (EU) policies on buildings and concludes that there is a lack of effective policies in areas with the largest emission reduction potential. It therefore proposes that policy makers put in place new pricing and regulatory policies for building renovation, heat fuel switch and decarbonised materials.

This report, which has been produced in close consultation with a group of industry, think-tank and civil society stakeholders, aims to:

• provide a stimulus and input to the upcoming Commission Renovation Wave proposal;
• show that Europe’s buildings are not currently on a trajectory to zero emissions by 2050;
• provide input to the discussion on the revision of 2030 targets and the need for dedicated policies to effectively reduce emissions from residential buildings in the EU.
