Individual refurbishment roadmaps for residential buildings provide many lessons to the multi-family apartment sector

Analysing existing approaches to individual refurbishment roadmaps help ComActivate develop a neighbourhood renovation approach. Different roadmaps and real-life examples from across Europe provide great inspiration and guidance.

This report analyses existing approaches to long-term planning of renovation projects in the residential building sector. The main tool used today are building renovation passports, which include a renovation roadmap. This roadmap outlines steps to take over a specific time horizon, to reach a desired end goal – for example a net zero emissions building.


These tailored roadmaps offer homeowners guidance on a variety of different steps, such as technologies to install, which aspects to concentrate on first (insulation, window replacement, heating replacement), and importantly for many, how to access financing and any available grants. In this report we review successful models from a few European countries, including Belgium’s Woningpas, Portugal’s casA+, Spain’s urbanZEB and urban3R platforms, Germany’s SFP and iSFP programs, and the EU-wide iBRoad initiatives. 


Users and homeowners also need to be aware of challenges in implementing these tools, including data availability, data quality, associated costs, financing mechanisms, and how to engage all relevant stakeholders. We include recommendations to overcome challenges, such as adapting renovation passports to local contexts, improving digitalisation, and making sure tools are user-friendly and accessible. 


The findings from this report will be used to develop our neighbourhood energy sufficiency roadmaps.
